This definition can be further defined in terms of the following:<\/p><ul style=\"text-align: left;\"><li>An individual who has lost his productive capability such that he\/she cannot plough the land he\/she owns due to ill health arising from natural illness, serious accidental injury and\/or paralysis and has no shelter or close family members that can assist him\/ her.<\/li><li>An individual who is experiencing hardship due to loss of employment, income and the resultant loss of shelter through repossession by any financial institution.<\/li><li>An individual who is physically or mentally incapable of working due to old age, physical or mental impairment and has no shelter and no family to assist him\/her<\/li><li>A minor, or children whose parent (s) has\/have died as a result of HIV\/Aids or a minor whose been deserted by either the father\/mother.<\/li><li>An individual who has been rendered homeless due to fire, floods or any other natural disaster, social upheaval (violence) or temporary hardship.<\/li><\/ul><p style=\"text-align: left;\"><strong>Enhanced People\u2019s Housing Process (EPHP)<\/strong><\/p><p style=\"text-align: left;\">The aim of the EPHP programme is to deliver better human settlement outcomes (at household and the community contribution, partnerships and the leveraging of additional resources through partnerships. This is achieved by developing livelihoods interventions which lead to outcomes such as job creation, developing a culture of savings, skills transfer, and community empowerment, building of community assets and social security and cohesion. The EPHP enables \/ encourages communities to actively contribute and participate in the housing development process so that communities take ownership of the process and not just act as passive recipients of housing.<\/p><p style=\"text-align: left;\"><strong>Special Needs Group Housing (SNGH) Programme <\/strong><\/p><p style=\"text-align: left;\">The main objective of the SNGH programme is to ensure that the constitutional right to adequate housing or shelter is upheld by the government of the Eastern Cape and specifically that there is a responsive and enabling subsidy mechanism for group residential housing\/ facilities for persons with special needs.<\/p><p style=\"text-align: left;\">Special Needs Group Housing refers to any one of the following facilities for people in need of group housing and care: foster care home, place of safety, shelter, child and youth care centre, home for older persons, shelter for victims of domestic abuse and violence, group residential facilities for people with disabilities, rehabilitation centres, night shelters for the homeless, or any facility providing care and shelter for those in special need.<\/p><p style=\"text-align: left;\">In the first instance, the Programme is thus geared to availing capital subsidy resources within the human settlements sector for providing the shelter related aspects of care-based services for persons with special needs as provided by well capacitated NPOs. Secondly, the programme is geared to facilitating the provision of technical project and management capacity available within the human settlements sector for the creation of such shelter for those in special need.<\/p><p style=\"text-align: left;\"><strong>Finance Linked Individual Subsidy Programme (FLISP)<\/strong><\/p><p style=\"text-align: left;\">Government housing Subsidy Available to First Time Home Owners Earning Between\u00a0 R 3501 - R 15000 - Who qualify for home loans. Finance Linked Individual Subsidy Program, better known as FLISP, was developed by the Department of Human Settlement to enable\u00a0 affordable first time home-ownership opportunities to South African citizens and legal permanent residents earning between R 3 501 and R 15 000 per month, (the \u201caffordable\u201d or \u201cgap\u201d market).<\/p><p style=\"text-align: left;\">Individuals in these salary bands generally find it hard to qualify for housing finance; their income is regarded as low for mortgage finance, but too high to qualify for the government \u201cfree-basic-house\u201d subsidy scheme. The subsidy will be used to decrease the mortgage bond and is only applicable to persons who have never been assisted by the state. It will be disbursed as a once off subsidy.<\/p><p style=\"text-align: left;\">The once-off FLISP subsidy amount ranges between R 20 000 and R 87 000, depending on the applicant\u2019s income. The maximum price of a property that can be financed through FLISP is not limited, but the applicant has to meet the income bracket (R 3501- R 15 0000).<\/p><p style=\"text-align: left;\"><strong>Informal Settlement Upgrading Programme<\/strong><\/p><p style=\"text-align: left;\">The programme facilitates the structured upgrading of informal settlements. It applies to in situ upgrading of informal settlements as well as where communities are to be relocated for a variety of reasons. The programme entails extensive community consultation and participation, emergency basic services provision, permanent services provision and security of tenure.<\/p><p style=\"text-align: left;\"><strong>Individual Subsidy<\/strong><\/p><p style=\"text-align: left;\">This programme provides access to state assistance where qualifying households wish to acquire an existing house or a vacant serviced residential stand, linked to a house construction contract through an approved mortgage loan. These properties are available in the normal secondary housing market or have been developed, as part of projects not financed through one of the National Housing Programmes.<\/p><p style=\"text-align: left;\">These subsidies are available to individual beneficiaries who wish to buy an existing house or a stand, linked to a house building contract in the market.\u00a0 These subsidies are available on a first come first serve basis and may be credit linked or non-credit linked.<\/p><p style=\"text-align: left;\"><strong>Housing Assistance to Military Veterans<\/strong><\/p><p style=\"text-align: left;\">The Departments of Military Veterans and National Department of Human Settlements have entered into a Memorandum of Understanding for the implementation of housing assistance to military veterans. In terms of the MOU, the Provincial Department of Human Settlements will build houses to the set specifications in collaboration with the municipality in which the beneficiary lives or intend to live. The Department of Military Veterans is responsible for furnishing the Department of Human Settlements with the list of eligible military veterans and guarantees the genuineness of the military veterans on the list.<\/p><p style=\"text-align: left;\"><strong>Social Housing Programme<\/strong><\/p><p style=\"text-align: left;\">A rental or co-operative housing option for low income persons at a level of scale and built form which requires institutionalized management and which is provided by accredited social housing institutions or in accredited social housing projects in designated restructuring zones.<\/p><p style=\"text-align: left;\">An accredited housing institution is defined as a legal entity established with the primary objective of developing and\/or managing housing stock that has been funded through the grant programmes specified in this policy, which institution has been accredited by the designated regulatory body (defined in this policy). The housing stock can be owned by the housing institution, or it can be owned collectively by groups of residents. Housing institutions should not be seen as short-term vehicles for providing housing to a specified market segment, but are seen as robust, sustainable institutions, established to assist in providing the social housing option.<\/p><p style=\"text-align: left;\"><strong>Economic opportunities <\/strong><\/p><p style=\"text-align: left;\"><strong>Youth Build and Youth Brigade <\/strong><\/p><p style=\"text-align: left;\">The Department of Human Settlements is implementing a youth build programme where youth are skilled in the construction of housing units. The programme was introduced to the Province in 2012, where youth were mobilized to receive training in construction on site with the supervision of the contractor, Department and NHBRC. The programme has been implemented in Sarah Baartman, Nelson Mandela Metro, Amatole District and OR Tambo District Municipalities in previous years.<\/p><p style=\"text-align: left;\">The Department is working in collaboration with the National Department of Human Settlements, National Youth Development Agency (NYDA), National Home Builders Registration Council (NHBRC), and the hosting Municipality on the programme. The Builds are undertaken to commemorate youth month through engaging activities that empower and expose youth to the sector whilst building housing units for approved needy households and creating a socially cohesive society.<\/p><p style=\"text-align: left;\">The National department of Human Settlements identified a need for a dedicated programme for the participation of youth in human settlements delivery through service. The Human Settlement Youth Empowerment Programme was established in a form of a National Human Settlements Youth Brigade (NHSYB).<\/p><p style=\"text-align: left;\">The main purpose of the Human Settlements Youth Brigade programme is to provide exposure to Human Settlements, training, employment and economic opportunities for young people and the focus is on mostly Mega (Catalytic) projects and the entire value chain so as to instill self-reliance and patriotism \/ national pride. It should be noted however, that in the Eastern Cape the programme is spread across all district municipal areas.<\/p><p style=\"text-align: left;\">The vision of the Youth Brigade is to create a flow of human settlements volunteers, who supports government to accelerate housing delivery by providing support to the entire human settlements value chain while gaining exposure to the sector and related trades and professions.<\/p><p style=\"text-align: left;\">LIMITATION ON THE SALE OF RDP\/BNG HOUSES (PRE-EMPTIVE CLAUSE)<\/p><p style=\"text-align: left;\">It is illegal for the recipient of a subsidy,now referred to as BNG house, to sell the house before they have lived in for a minimum period of eight (8) years. Yet, experience shows that in many instances, the houses are used to make quick money by unscrupulous individuals who sell them within the (8) years period. Alternatively, recipients rent out the houses to be used as business premises, while the beneficiaries return to live in informal settlements.<\/p><p style=\"text-align: left;\">While the minimum occupancy period may be adjusted from time to time, the current limitation is eight (8) years and within this period, a beneficiary may only re-sell the property back to the Eastern Cape Human Settlements. This type of voluntary sale occurs when a beneficiary, for whatever reasons, chooses not to keep the subsidy house.<\/p><p style=\"text-align: left;\">In instance of involuntary sales, the findings are that creditors sell properties at a price which covers the debt owed and, not at a price that reflects the full value of the property \u2013 which is usually greater. Subsequent buyer of the properties mostly.<\/p><p style=\"text-align: left;\">Persons who would not qualify for state housing subsidies.thus , government is aware of this on-going illegal sale of government subsidized houses and is taking steps to enforce the eight (8) year preemptive clause.
