Sango.

The programme commenced with home visits to two elderly and disabled beneficiaries, where their title deeds were handed over at their homes. Among them was 67-year-old visually impaired beneficiary Mama Nondwe Makhenyana, who described receiving her title deed as the answer to years of prayer.

“I am very, very happy that this day has finally come. God does not come Himself; He sends His people. Today, He has remembered me through those who brought me my title deed. I thank God for allowing me to witness this day, and I am deeply grateful to everyone who made it possible,” said Mama Makhenyana.

The delegation then proceeded to the Adelaide Community Hall for community engagement and the official handover of title deeds to the remaining beneficiaries.

Addressing the beneficiaries, MEC Lusithi said the transfer of title deeds is about more than home ownership, it is about restoring dignity, providing legal security and creating economic opportunities for families.

“When government hands over a title deed, it is confirming that your home is truly yours. It gives you legal security, protects your family from unlawful dispossession and provides an asset that can be transferred from one generation to another. It enables families to build wealth, access financial opportunities and invest confidently in improving their homes. This is why the government of the people remains committed to accelerating the transfer of title deeds throughout our province,” she said.

The handover forms part of the Department’s Title Deeds Restoration Programme and is implemented through the Adelaide 428 Subsidy Scheme and Adelaide 624 Project. The programme seeks to address the title deeds backlog and secure tenure for beneficiaries of government-subsidised housing.

The issuing of title deeds gives beneficiaries legal ownership and security of tenure while enabling them to leverage their properties as valuable economic assets.

MEC Lusithi is scheduled to conduct an oversight visit to the Department of Social Development offices in Seymour, Raymond Mhlaba Local Municipality, on Thursday, 10 July 2026.

ENDS

Eastern Cape Human Settlements MEC, Siphokazi Lusithi has today delivered 182 title deeds to government housing beneficiaries in Adelaide, Raymond Mhlaba Local Municipality, reaffirming the provincial government’s commitment to restoring property ownership and securing tenure for qualifying homeowners.
